I've got one just like it, with two wires with LED's on the end. Huh.

Looks like an IR remote transmitter or sensor pickup for AV equipment. No
clue as to which brand it's for. Many AV components have 1/8 jacks for
relocating IR control to a different area. A lot of camcorders also have
remote IR jacks for relocating the IR sensor when on a tripod.
